It depends on what your PC can handle 
It is supposedly possible to get 100 vs 100 going at once.
My shit computer could only get 50 on screen at a time, and had to load the rest mid battle once the on screen troops got killed off.

That's a video of a 200 unit battle.. it is recommended you stick with about 100 troops at once though, since it tends to lag at 200.
If you are talking about how many troops you can have, I think it's either 999 or over that. It's hard to upkeep though.
