Whatever the punishment is fitting or not really depend on what happen if he can't pay the fine. Jail, if so, how many years? Can he declare bankruptcy and be regelated to the cash economy for a numbers of years like with other kind of debt? 1.3 million is a big number but what actually matter is the consequence of the fine on the guy, not really the fine itself.
