It really depends on how much anime you watch and how long you watch it. Personally I can understand emotion in Japanese just as well as in English now. I have to say that the quality of Japanese voice acting is in general much higher. You don't have to understand the language to understand how well the convey emotion.
Part of the reason for this is that voice actors (called Seiyu in Japan) are respected members of society rather than considered second-rate actors like they are in America. Seiyu take their jobs seriously, and even have basically oscar awards for their performances. I think this is the main reason that the Japanese voices tend to be so much better.
