The voice acting is in fact bad but because of only one character who is really annoying. But in a jRPG you shouldnt remove a lot of points because of voice acting or lip synching LOL, its not really that important. No the problem with Star ocean is the major point: the story, the pacing is awful and theres almost nothing going on. Its a game that youll appreciate because of the great gameplay, but at the end of it youll be dissapointed because the experience could have been so much more. I have appreciate my 40 hours with this game, but its not memorable either because of the ok story, bad pacing and sometime repetitive gameplay due to large environment. I wouldnt replay it but it is worth a first playthrough if you dont have any other better jRPG to play. 7/10 in my book.
