It's essentially the same game but the sense of ownership is gone. The game makes default choices for you instead of being able to mold the world to your liking.

yea imagine since i was the baddie in part one everyone would be like fear me or something in part two if i were to have my old save file.

Then the game may be quite different for you because I have the feeling that the default ME2 playthrough will have you saving the council in ME and a few character changes that I don't want to give away.
