Why are everyone surprised? FF games always get these kind of scores. FFX got 6 from two reviewers (one of them was Edge) and a couple of 7s. XII was even worse, if I remember correctly it got a 4 from an RPG fan site.
FFXIII reception is looking like FFX in 2001.
FFX main complaints were - linearity and no word map (ZOMG the game has 0% exploration).
