China in general has no PS3, Chinese just happens to be one of the most wide spread language in the world aside from English and Spanish, so it makes perfect sense for them to do it, I already canceled my NA pre-order so I can get the Chinese version with original music and JP VO instead of the god awful crap I've been listening to in English preview videos.
