First you'd have to lose the Chicobo card to the Queen of Cards, then have her move to Dollet (the easier one to get back the card from). In there, she'll said she had a new card crafted, and then you'd have to go back to the Balamb Garden, a student sitting in the bench outside the library has it (I think it's that one >_<)
