No, this is incorrect. They only count active subscribers, and have been very clear about this.

Blizzard's operating income for the year is 511 million. That's more than EA has made in the last two years combined, as a reasonable comparison. And Blizzard only has 1 game that they're actively supporting: World of Warcraft.

The game really, honestly, genuinely is that huge: almost 10 million ACTIVE subscribers.
