Instead, say that Stalin was good for Russia. It's controversial because he killed a huge amount of people, ruled with terror, cruel secret police etc. But not too overboard. Many arguments could be made that he improved the country though. I think it could be a great topic choice.

Trust me, even though Stalin killed more people, there's BY FAR a much larger social stigma that surrounds Hitler. I think it's the safer topic...
