Don't do Hitler, far to controversial. You'll probably create tension between you and your fellow classmates.
Instead, say that Stalin was good for Russia. It's controversial because he killed a huge amount of people, ruled with terror, cruel secret police etc. But not too overboard. Many arguments could be made that he improved the country though. I think it could be a great topic choice.
Anyway, just my 2 cents.
