It isn't "undemocratic", but it does unbalance the electoral college system if you do this in one state and not the other 49. Maine already does this, but that only affects the outcome by 1 electoral vote at most. Switching California would give the Republicans about 20 electoral votes in the next election.
Ever hear of gerrymandering? This is kind of similar -- adjusting the rules in one location to the benefit of one party.
