I agree, but pretty much every FF in existance has a way to get Imbalanced in the early stages of the game, you just have to know how.
I haven't played FFIV on the DS, but I have played the FFIV JP fan translated version for SNES, which pretty much is the hardest FF to this date (haven't played FFXIII to see if the difficulty praises are true), but even it had some way to be imbalanced from the start (Heck, Cecil himself is pretty imbalanced with his Dark Knight Powers)

I guess so, but I didn't know how and I didn't want to resort to a guide (even though I died for the first time in the first cave after 20? minutes of play lol ;))
But you're right I remember it being easy in some of the other FF's aswell, and it's not like you have to exploit it if you don't want to which makes it a nice option imo.
