Maybe. We should have this conversation when, you know, more than 5 games have been released this year.

we know what coming... what has a chance of beating it?  only a handful of games at the most.

We know part of what's coming, and we don't know how good the games that are coming will be.

Halo: Reach, Splinter Cell: Conviction, God of War 3, The Last Guardian, Super Mario Galaxy 2, possibly a new Wii Zelda, and who knows what else could make a surprise release.  It's been 2 years since Gears of War 2, so maybe Gears of War 3?  Or something new from Epic Games?  What about what Insomniac is doing?  Most signs point to Resistance 3, and who knows, maybe it'll be amazing.  Resistance 1 and 2 were pretty different from each other, so I could see them going back to the drawing board for number 3.  Oh, and Fable 3 too, with Natal integration.  How about Alan Wake?

I'm not saying that all those games will be amazing, or even good.  But we hardly know anything about what will be released, and how good the games will be.  We still have ~320 days left in the year.  Mass Effect 2 will definitely be in the running for GOTY, and be a strong contender for GOTY, but I think it's a bit premature to say that it's the definite GOTY.

EDIT:  What about Fallout 3: New Vegas?  Or how about Alpha Protocol?  Both are from Obsidian.  While Obsidian has mostly ridden on the coattrails of other companies (mostly Bioware with KOTOR2, Neverwinter Nights 2), who knows what they can do if given free reign over a new IP (Alpha Protocol).  There are probably tons of other games that could be potential GOTY contenders/winners.
