Ueda is the only "artist" of the three, since he is the only one who makes a game, that is an art, something that cannot be accomplished in other mediums.
Kojima and David Cage make long movies/tv shows, most of the "art" in these games is because they could be amazing movies.
The only thing that Kojima did that can only be done in a game is that scene in MGS4, act 5, you know what I mean :P
