MGS 4 is developed and published by Konami. Publishing nowadays not only means distributing and marketing, but it also means financing the project. It was Microsoft's money they spent to make the game. Its doubtful the first one will be ported but the sequels will be multiplatform most likely as EA is gonna publish the rest of them.
