Yep, Anima's bounds represent the social bounds that her mother and Seymour felt from both the Guado and the Humans (that's why there's two chains around Anima).
Plus it had two sides to it as well, the binded side, and the free side, the one where Anima could strike for swift, furious revenge, which represented the strenght that she, as a mother, wanted to give to Seymour.
The act of the overdrive attack of Anima, which was to break free from those bonds, symbolizes this perfectly xD
