There are too many characters when they don't do anything properly to make the characters non-annoying/more differentiated. And when they DO introduce them, they only support them for a game or two - people PREFER them to be used long-term, not introduced for a single game and forgotten after that.
Almost all of those Mario "characters" are just different baddies. Those don't count as "characters".
