Nothing sells big by selling mainly to the hardcore. The hardcore are a small percentage of the core, what makes them important to publishers is that they buy a lot more games generally, but there's not enough of them to make games sell multi millions.

Core just refers to the main established market. Ie. people who have bought video games traditionally. "Hardcore" means the people who could be called hobbyists or enthusiasts. They're seen as important despite the fact that they're few in numbers because they buy many times the average core gamer.
