The PC version of the original Mass Effect was also one of the first games to have SecuROM limited activations as its DRM scheme, and it was released a significant amount of time after the 360 version. If you were looking for a way to kill sales you couldn't do much better than that. The sequel should do much better on PC.
BTW, according to one of the largest BitTorrent trackers, the game was downloaded nearly 13,000 times for the PC and 7,700 times for the XBox 360. Piracy is a problem on both platforms.
