The likely reason why this is the case is because people would join the party which is likely to win the seat on political grounds rather than the party which fits their ideology. There are seats in America where the red or blue party has been in power for a long time, so if you want to represent that state you need to be either red or blue. The flaw in American politics is that the two and sometimes only one party system. The real election in many places isn't the general election, its winning favour of the local political party and getting voted to be the candidate. The net result of this is an arogant and complacent pair of political parties with arogant and complacent politicians making up their numbers.
