No Towns in Final Fantasy XIII Because They Are Too Much Work.

Imho I think the real reason is because Square-Enix has to cram the entire game in 3 DVDs for the Xbox.

If they wanna include towns they have to cut out even more content.

I means, SE won't admit it becuz its bad business practice to say that the reason why towns are cut is cuz they have to fit the entire game on 3 DVDs
