Personally I do not have a problem with either as it is simply a defensive play style and it depends on not the map in my opinion but the mode. If going on the third floor and sweeping everyone on the ground grants you a lot of kills in TDM then I do not see why its should bad. In Call of Duty when you play S&D and have to defend, camping at the plant site is justified or if you plant the bomb camping near the area as well.
