Eh, while I'm not saying unrealistic shooters aren't tactical, I really love it when a game is realistic enough so I can use common sense knowledge to make my decisions. That's why I love Total War, since I know that no matter how powerful a unit may be, it can't charge through a wall of spears head on. That's why I love Bad Company 1 and the beta for 2, since I know a guy can't use some insane powerup to jump high up in the air, one shot kill me, etc.
