We live in an odd society where adolescence has been extended far beyond its physical/biological meaning, and beyond what it is in other cultures, and we expect people around the world to operate on a similar level at a similar age. Even within our society children as young as 7 or 8 can operate at a very high level of maturity if they’re forced to; and this is often the case if the child is forced to take care of their parents or other children as is often the case where a parent is ill or has an addiction.

Or to put it another way, I think you’d be surprised that the limitations you associate with age are more often associated with culture. Now, this isn’t to say that child labour is desirable, but in a culture where it is difficult for individuals to obtain the necessities of living it is an entirely reasonable alternative.
