Just a few that come to mind. Yes, they have a serious lack of development studios, and development in general, especially when compared to the competition(s). But to say they don't develop at all would be a tad inaccurate, no?

They did buy rare which makes games, (albeit poorly now) but even so they only have 2ed and 3rd party no first party and for your information the company that made Project Gotham Racing is a subsidiary of Activision not MS

It's still Microsoft's franchise (PGR) and as long as it's such, it should count as theirs, as should Halo, even if, (yes I know) they don't physically do the work themselves. Point is, they DO make games, just not as many as the other companies. I'd just like to see more of their financial efforts put to new IPs and such rather than these DLCs.

Owning rights to games =/= making games
