Finally, the Commission provides some external representation for the Union, alongside the member states and the Common Foreign and Security Policy, representing the Union in bodies such as the World Trade Organisation. It is also usual for the President to attend meetings of the G8.

Firstly, the EU is not Europe. Secondly, none of the Commissioners (nor the so-called President) have any democratic legitimacy, so they don't even speak for EU citizens (although they certainly speak for their own corrupt institutions). And finally, CFSP fortunately remains largely irrelevant.

But he has figurative meaning and this is why he's representing the EU imo.
