PCs are easy enough to put together, if you can build a desk or something, you can build one.
Unfortunately, shopping on Newegg.ca, if you don't get free shipping, things can get a bit costly - what province are you in, looking in to local retailers is always good as well. I usually try to only buy from Newegg if there's a large price difference, or if there's free shipping.
