You'll need the Salarian you obtain on Omega and then someone (cannot remember who) on your crew will tell you about the upgrade which you can then make.

Was this after you had gotten the cook his ingredients?  I just got him the ingredients, but have not given it to him yet.

After I think.  It's difficult to tell you what's what as there is so many different ways and timelines through which to play everything.
