Yes, but 3 times 1 is still just 3, which doesn't mean much when everyone else has 20. Everything looks better when you talk about it in percent increases, and if you want to use such increases, I'm sure there is a much larger number for Microsoft's costs in Japan this generation than last generation than there is an increase in sales.
As for it having any effect on development at all, other than Final Fantasy XIII, Japan has yet to make a Japanese-oriented game for 360 that Microsoft has not bought timed or total exclusivity for, and even FFXIII isn't getting a Japanese release at all on 360. Any other game that's been developed in Japan and has gone multiplat or on 360 is in a genre/franchise that sells signifficantly better in the west (Resident Evil, Lost Planet, Dead Rising, etc.).
So I would say no, there has been absolutely no benefit to what MS has spent in Japan, aside from giving me some decent JRPGs to play. <3 Lost Odyssey
