Nagoshi said similar things about Monkey Ball and GameCube way back. If it's a 3rd party game, don't count on "loyalty". It'll move eventually.
I agree Yakuza would be a bad fit for 360 right now though. The games wouldn't do much in Japan, and they bomb in the west regardless so there's little point in expanding there.
