I don't think balancing the budget is a hard task at all, it is just a politically challenging task because it is difficult to eliminate waste without hurting organizations that are politically important.  

And the President does not balance the budget, Congress does.

He could convince them.

He could have a year ago. Today, he is just a guy that most people don't like anymore, and every time he tries to help someone get elected, he fails.

Public opinion of the president is what gives him power over congress, and right now, he doesn't have any.
