If PS3 PSU is that sensitive then the only way would be to either buy Online UPS or maybe some kind of Line Interactive with AVR which is kinda pointless when you consider both of those are higher end UPSes and could cost as much as PS3 or more.
Also if he gotten Online UPS I'm sure he wouldn't have problem since those machines give better voltage and frequency than you get from power grid :)
