Without looking at, I would say yes. It more than likely took one to many power surges from the power going out. A fluctating Hz rate can wreak havoc on electronics. One good surge is all takes sometimes to take out a UPS (Better it than whatever equipment you have hooked up to it).
I would definitely look into one with a power cleaner on it due to your situation.
