I think what Microsoft is doing is trying to get Japanese XBox360 users onto XBox Live Gold.  Get them to buy the game, give them XBox Live Gold for paying to play MHF, and show them what online gaming is all about.  That's why I'm almost certain that this game won't be showing up on the PS3 any time soon.  Microsoft is certainly one of the main proponents of getting MHF onto the XBox360.  And it's also why I doubt the game will show up in the west.

I think the game is going to flop though.  Monster Hunter PSP sold well, but it's portable and it doesn't require you to pay to play.  Monster Hunter Tri is selling pretty well, but you can play it offline (online play is pay to play, cheaper than MHF, but doesn't get updated).  This game is Monster Hunter, except you have to pay to play it.  Yea, they update the game, but you end up paying $180 a year to play it.  I would much rather buy a game now for $60, play it for free, then pay another $60 when you have a proper sequel in a year or 2.  MHF seems like the biggest scam, and definitely worse than the worst of DLC like the Oblivion horse armor (at least you can just not buy DLC).  My opinion of course.
