Didnt Square Enix say FF14 will likely come to 360 at announcement. After the Sony announcement, Square said it wasnt fully exclusive just going there first.

No, it will not happen because Square-Enix wants cross play between PS3, Xbox360 and PC players. Xbox Live policy does not permit that.
