The problem isn't (necessarily) the high cost of game development, the problem is the sales of the platform; had the PS3 sold at the rate of the PS2 you wouldn't hear any complaints from third party publishers about the high cost of development.
Personally, I would argue that Sony are fools because they decided to produce a $600 product in a market which has rejected every product that was more than $300 ...
