It's been a while since they have had one, X06 was the last one. And yes, they do. Both Banjo-Kazooie Nuts 'N' Bolts and Viva Pinata were announced at X06.

My two favorite games of this gen were announced there :D

I don't see it likely Rare announcing a new game other than something for Natal. Anything is possible though.
