Well, retailers like Target and Best Bey are seeing the issue too, and starting to place orders accordingly. There's not going to be any easy solution to the "shovelware problem", it's going to take multiple responses working in concert.
Maybe Nintendo should also raise the approval process on new titles. I'm generally against moves like that (lest we end up with a situation like Nintendo on NES or SCEA on PS1/PS2) but I dunno, there IS a ton of crap clogging shelves. :/
