"Dead Rising was ported by Tose Software. That pretty much means "low budget"."
It wasn't a port. It was a conversion. The games director said all the graphics had to be done over. That is impossible to do on a low budget (unless the game was low budget to begin with). The game did make money (since they've recently said so), but it wasn't cheap either.
Money wasn't the reason the game turned out that way. It was the lack of precedent in trying to make a game that combined loads of enemies with loads of background detail (all the shops) for the Wii. If this was the Nth time such a thing was done, it would have turned out a lot better.
A flashy-first game is awesome when it comes out. A great-first game is awesome forever.
