The Vitality Sensor is hardly new technology, it measures your pulse, on your finger. This has been done for over 20 years and is hardly groundbreaking.
I'm not saying it won't sell more than Arc and Natal (in fact; I think it will) but to call it innovative or fresh technology is plain wrong, and as a peripheral it is vastly simpler than both Arc and Natal on its own.

The bad news around here is that a Wii-Mote + Nunchuck with Motion Pluss and Vitality Sensor will cost nearly 300$ per controller...

It doesn't just measure pulse.  It also measures the electric conductivity of your fingertip.  So it's closer to a polygraph test.

I highly doubt any games will require a Wii remote, a nunchuck, a Motion+, and a vitality sensor.  The Wii comes with a nunchuck, and Wii Sports Resort has sold over 12 million copies, so that's over 12 million Motion+'s out there.  Pretty big head start.
