The quote in the IGN review says what it says, now is all this analysis of what the word "competition" means coming from objectivity or just that people think there's no way it can look better than a game like Uncharted 2? It seems pretty clear to me that the graphics score was knocked down because the game crashes and characters occasionally get stuck in the environment. I don't think that it would make sense for it being in any other category from the descriptions of the scores they gave.
