Why would I be surprised? Even after ToS performed relatively well on GameCube Europe didn't get Tales of Legendia or Tales of the Abyss. ToS:DNW was a close call too. Namco said themselves they weren't sure whether or not to localise it. Plus we haven't had any of the 3 DS titles.
Things have been looking up recently with ToV, but there's no way I'd assume any tales was going to make it here.
