The Skypiea arc was great but it felt like a filler arc to be honest. Enel was the reason why that arc was awesome. Without him, it would have been average (especially considering the amount of fake deaths that arc had). The CP9 arc was FAR better IMO. Its the arc that made me and ALOT of other people a fan of One Piece. It had EVERYTHING. The best fights, the strongest character development, the best plot twists, the most powerful moments and it was BY FAR the most suspenseful. I was sh*ting in my pants during the whole train ride and the Enis Lobby part. GOD that arc was EPIC!!!!! The only other anime/manga arc that gave me that kind of feeling was the Pain Invasion arc from Naruto.
