No, Star Ocean has better and more varied special attacks. Tales is mostly combo oriented with maybe a buffer here or there and a lot of artes lose their luster the second you learn the next. There's no reason to go back and use the others unless you want to unlock a stronger version or you just need to fill out your shortcuts for potential combos. Something like Cerberus Strike in ToV becomes irrelevant very quickly. Compare that to Headsplitter from SO2which could be used for major damage, as a evasive manuever or even to cross large distances in a short amount of time.

And the comment about not moving the characters is a bold faced lie. If you don't move them you're not playing correctly. Characters have different movesets depending on their distance from the enemy. Mashing attack locks you out of that. You have to keep range in mind at all times because some attacks are more apporpriate than others.

And yes, the chains you can do are amazing. I was fucking up the Lord of the Dragons in the colisseum with Reimi because she's a beast and her special arts lead to some insane combos.
