Usually for bed-bug infestations you get a thorough fumigation of the homes and often accompanied by throwing out cushioned chairs, sofas, and mattresses... basically any place that could still contain them.

As for your landlord, I don't know what to tell you.  If you lived in the US then your landlord would have these obligations, but I don't know how that stuff works in your country.
