That joke isn't funny becouse it's partially real:
when you sign into live using for example polish embassy in London adress (few thousands of Polish gamers registered there 
)
you get access to content that is available in germany (which means several brutal or wwII games are blocked :
- Call of Duty Classic
- Doom
- Duke Nukem 3D
- Ultimate Mortal Kombat 3
- Wolfenstein 3D
And also some mappacks (IIRC Gears of War II).
Only way to buy and download it is by usage of VPN.
