Actually theres a lot of video that are illegal but do not cause any prejudice to the publisher. Example can be a movie that was filmed back in 1990 that you are no longer able to find and purchase new. Another example would be a japanese movie that was never release in the west. So there is a lot of things that are politically correct to download even if its illegal.
