It is an empire-building game, whose designers/"publisher" think showing women in lingerie and those that look like booth babes will somehow get people interested in playing an empire building game.... that contains NO such women in it.
Too bad, eventhough I like empire-building games, the entire booth babe angle causes me not to want to sign up for it. On top of that, I do have other things to do... like real empire building. In both Evony and what I am doing, it is free.
