Well, in ranked games, Bungie's ranking system actually means something. It pairs you up with people of similar rank. Bungie's way is an incentive to become a higher rank based on skill. This is in contrast to CoD's system which ranks based basically on playtime.
But, there is a presentation Bungie where they stated what they wanted to do in the next one. Let me dig it up.
